In 2001, the City adopted the Whaleyville Village Initiatives Plan. The existing plan includes recommendations related to maintaining and building upon Whaleyville's historic, small town character; improving / revitalizing the main commercial crossroads to attract new uses; diverting truck traffic from the village center; slowing car traffic; and pursuing moderate growth through development of an improved water facility, a package sewer treatment plant, and improved drainage.
Planning Process
The fourth Village Area Plan update will be for the Village of Whaleyville. This plan will be developed throughout the end of 2027 and into mid 2028. An online community survey is expected to be available to the public in early 2028 and public meetings are anticipated to be scheduled in the spring of 2028. The planning process is illustrated below with approximate dates for each specific phase detailed in the process paragraphs below. There are three distinctive phases to each plan, with public engagement planned at various points in each phase.
(Re)Visioning
While a vision for the Whaleyville village area was developed in the previous Village Area Plan, a lot has happened in the intervening 25 years. In re-visioning, site visits and a village assessment will be conducted to establish the baseline conditions. A community survey will also be made available to solicit information from residents, business owners, and other stakeholders.
Test Ideas
Based on the initial input from the first phase, a number of development scenarios for the future of Whaleyville will be developed. In early 2028, the conceptual development scenarios, or test ideas, will be further developed and refined at a public workshop in the Whaleyville area. Finalize
After review with the public, the test ideas will be modified and translated into a draft Village Area Plan. The Whaleyville Village Area Plan will be presented prior to consideration by the Planning Commission and City Council for adoption. The presentations are anticipated to be held in summer 2028.
