In 2000, the City adopted the Holland Village Initiatives Plan. The existing plan includes many recommendations related to accommodating growth while maintaining quaint, historic, small town character; respecting and building upon Holland's history; reviving the downtown core / attracting small businesses; developing a civic center; calming traffic; allowing growth through the development of a package sewer treatment plant; and pursuing the development of a local sewage treatment facility by projecting and planning for moderate future growth.
Planning Process
The third Village Area Plan update will be for the Village of Holland. This plan will be developed throughout the end of 2027 and into early 2028. An online community survey is expected to be available to the public in the fall of 2027 and public meetings are anticipated to be scheduled toward the end of 2027. The planning process is illustrated below with approximate dates for each specific phase detailed in the process paragraphs below. There are three distinctive phases to each plan, with public engagement planned at various points in each phase.
(Re)Visioning
While a vision for the Holland village area was developed in the previous Village Area Plan, a lot has happened in the intervening 26 years. In re-visioning, site visits and a village assessment will be conducted to establish the baseline conditions. A community survey will also be made available to solicit information from residents, business owners, and other stakeholders.
Test Ideas
Based on the initial input from the first phase, a number of development scenarios for the future of Holland will be developed. In late 2027, the conceptual development scenarios, or test ideas, will be further developed and refined at a public workshop in the Holland area. Finalize
After review with the public, the test ideas will be modified and translated into a draft Village Area Plan. The Holland Village Area Plan will be presented prior to consideration by the Planning Commission and City Council for adoption. The presentations are anticipated to be held in early 2028.
